Maintenance Work Order created via Service Logistics debrief charge is create with 'On Hold' Status

Use Case and Issue:
- Field Service create Service Work Order and Posts charges to Service Logistics via Debrief
- Service Logistics Debrief Post Charges action should create Maintenance Work Order for parts consumption in 'Closed/Completed' status to reduce onhand. Instead, it gets created 'On-Hold' status due to which Post Charges Job fails with below error
msg=A work order that's in On Hold status can't be updated to be in Completed and Reviewed status. (WIE-4425061)
- We do not have repair and return or depot repair scenario
- Goal is to only reduce onhand item used in service work order by Field Service Technician
