Can a Matrix Manager see past performance for their dotted lines completed by a different manager?

Summary:

Our performance appraisals are completed by our Matrix Managers. We are running into an issue where our US Matrix Managers are able to see their dotted line employees past performance which was completed by a different manager through the Team Performance Overview Tile, which opens the "Performance" page (Redwood). However, our India Matrix Managers experience spinning when they click on the employees name from the Team Performance Overview Tile.

In our Dev environment, I have set up the India Matrix Manager role with the same roles as our US Matrix Manager, but it's still not working.

Does anyone else use a different page in performance for the manager or matrix manager to see past performance of their employees that was completed by a different manager?
