How and when capacity category derived or refleted in OFS

Summary:

we have added new capacity category with specific workskill group
and inactive the existing capacity category which is having same group
after 15 min it is reflected in OFS for existing pending order and also newly created order

But after that we have revert back the changes
we have deactivated the newly created capacity category also removed the group (but not able to delete it is showing it is already used)
and then we have activated our existing capacity catagory

But still it is not reflected on existing pending activity and also on newly created activity
also try to create manual activity via OFS still deriving same
