The adjustment can't be processed because the balance will exceed ceiling limit for leave time

Hi Team,

we have a ceiling limit of 20 and the user has balance of 10, Now we are trying to load 19 balance through HDL and it is throwing error as below
The adjustment can't be processed because the balance will exceed the ceiling limit for the maximum.
We tried to manually adjust 19 but still got the error. My question is won't the system automatically adjust according to ceiling limit and add 10 and ignore the rest 9 in the HDL.The error is expected behavior? Please help.
