I am unable to delete a succession plan via HDL by passing plan name and plan id

in Career and Succession

I am unable to delete a succession plan via HDL by passing plan name and plan id. It was working fine earlier with the same roles which contains succession management duty role. Is there any recent change around this one? If any experts could help here please. With the same role i am able to delete the plan via UI but not hdl and getting this error 'An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: You do not have permission to delete this succession plan.'

Diagnostics report doesnt highlight any issues or error. Below is the metadata which i used. Thanks
