GOP Ignores ASL Lead Time After Supplier Capacity Constraint Expires

We're seeing a strange behaviour in Oracle SCM Cloud and would appreciate any insights from others who may have encountered this.

Scenario
Item: ITEM-123 (Back-to-Back item)
Supplier lead time is maintained in the Approved Supplier List (ASL) under Planning Inputs.
GOP normally uses this lead time correctly when calculating the promised date.

To manage supplier constraints, we sometimes create a supplier capacity reduction based on supplier feedback. For example:

Supplier Capacity = 0
Effective from 12-Oct-2026 to 12-Nov-2026
After 12-Nov-2026, capacity automatically reverts.

Expected Behaviour

Once the constrained period ends, GOP should continue promising based on:

Available supplier capacity date + ASL lead time
