can we create debit order( Bill only) even if the Item status is inactive

Summary:

We have a requirement to create a debit order for the Inactive Item.

Business scenario- There are certain return orders, we will create debit orders to charge the customer( example- Handling charge)

If the Item is inactive, customers orders enabled flag is N.

Return order gets created without any issue as its not checking the customers orders flag, and returnable flag is enabled.

Debit orders are not getting created because of the customers orders enabled flag. We use Item in the ordered item field and Handling charge( as separate price type) in the order.

We want to use the same item in the debit order and Interface to AR.
