Performance Document: Development Goals Section blank

Summary:

We've enabled Development Goals section in our performance documents. We are not interested in rating the development goals, we would just like them accessible in the performance document if that's an option. My understanding is that any existing goals would populate the section with the option to add additional goals that would update back to the goals center, assuming Use synchronized goals sections is enabled.
The Goals Center tile at the top of the performance document is working as expected, but if we can get the development goals in the document, that'd be our first choice.
ISSUE: when we enable the development goals, the section is completely blank. No way to expand or collapse, that's it.
