Rework WO type - wms enabled org

Our business operates in a WMS-enabled organization where we manufacture medicines using Process Manufacturing. However, the standard Rework WO process does not support our business requirements. During rework, the actual output quantity can be either greater or less than the quantity consumed, but the system does not allow us to handle these variations.
