Is it possible to enable the completion of the performance document with draft/pending goals?

Summary:

Each performance review cycle, we have a number of employees with draft goals (unintentionally) and goals pending approval. These lock the performance document and it cannot be completed.

Is there a way to enable the completion of the performance document independently to the draft/pending goals in place?
