Time and Labor Admin i.e Time Keeper is not able to approve Time Change Request for employees

in Workforce Management

The user with Time Keeper role which is a copy of Time and Labor Manager role with some privileges removed is not able to approve time change request for employees starting 26C, prior to 26C the same user with same role was able to approve the time change request. Time Keeper role has the needed privilege like "Manage Time Cards by Time and Labor Manager" and "Manage Time Change Requests by Time and Labor Manager".

Is anyone facing this issue after 26C?
