Journey not visible in oraganization Journey Tab for HR

Summary: We are facing an issue where the Journey's assigned to the HR-A by another HR-B or Admin is not visible in the Organization Journeys Tab for the HR-A. (This isn't a self assigned journey)

We have ORA_PER_JOURNEY_SECURITY_ENABLED to Y, the template security and category security is defined to include the HR roles. However, the HR is able to view the Journey assigend to all other users expect to themself under the Organization Journeys Tab. This is case across all the HR.

Can experts kindly help with identifying the root cause?
