B2B flow not creating work order

As per documentation of Oracle How You Configure Global Order Promising to Support Back-to-Back Fulfillment, B2B items should be assigned an ATP rule criteria with supply chain search but not other criteria. Request understanding on need of only this criteria to be assigned to B2B items.
