Ability to select an Effective Start Date prior to the current date in Individual Compensation

Summary:

Hi experts,

we have noticed that in Individual Compensation quick action, we are not able to choose a date before the Effective Start Date usually defaulted to today's date.
Currently the setup of the plan is set to "User Chooses Date"

Is there another option that we need to consider?
