Free Tier signup blocked: "maximum number of sign-up attempts reached"

Summary:

Hi,

I'm trying to sign up for the Oracle Cloud Free Tier using tpulkit097@gmail.com with home region India West (Mumbai). After a few attempts during card verification, I now get "You have reached the maximum number of sign-up attempts."

Could someone from Oracle please reset my sign-up attempts or tell me how to complete the signup? I want to use the Always Free Ampere A1 instance for a small education app.
