How to assign two new order into existing shipment and orders are having different destination.

Summary:

We got a requirement to assign a multiple order into exisitng shipment where we've given two field user to pass two new order where two different attributes are there from order release line table. and we're handiling in agent through action where we're storing multiple new order number into a variable but it's processing with single order and replacing it properly but it's not proceeding with two new order simultaneously but in backend we're able to see both the two new order in the saved query which is using inside the agent.

Can someone help us on this requirement.
