Redwood Individual Compensation: Unable to convert existing approved end-dated ICP to Ongoing

Problem Description:

During regression testing of the Redwood Additional Compensation page, we identified a scenario where an existing approved recurring ICP cannot be converted from an end-dated award to Ongoing.

In Responsive UI, when an existing ICP award is edited, the Ongoing checkbox is available and allows HR/Manager to convert the existing end-dated award to an ongoing award.

In Redwood, the Ongoing option is not available. We attempted to clear the End Date as an alternative, but Redwood requires the End Date and displays "Enter a value."

We also tested a VBS Business Rule explicitly setting End Date to Editable; however, the behavior remains unchanged.
