Fixed Handling Time set on XDOCK Location not working

Summary:

I have two leg shipment where

shipment 1 starts at 11/5/2026 and ends at 11/6/2026

shipment 2 starts at 11/6/2026 and ends at 11/08/2026

I want my

shipment 2 to start at 11/07/2026 instead of 11/06/2026 since Shipment crosses the border

I have Fixed Handling Time set as 1 day on XDOCK location, Am I missing anything
