I updated my settings inside EXCEL and can now open downloaded excel files. Excel>Trust Center>Microsoft Excel Trust Center>Trust Center Settings>Fire Block Settings then changed my radial button to "Open selected file types in Protected View and allow editing."

The Workflow is set to Execute on View or Update for ALL trigger types.
