Yes, that will work if you are good with the full access level to the Purchase Order permission. The enhancement is if the Transaction permission set to view or edit. Please do not forget to vote for the enhancement request at SuiteIdeas. Regards,

It is feasible through scripting since SuiteScript APIs have the option to set values to ignore mandatory fields. However, you may need to create extra custom field(s) that serve as flag to indicate that the record(s) are created by Suitebilling which scripts can check. I hope this helps.

Is the preferred form customized? You should be able to verify it in Customization > Forms. Also, have you checked if there is an amount or quantity defined in the transaction? It seems the error message "Please enter a value for amount" says it is missing one of these fields in the line item.
