Assign goals after performance review has been assigned

I took the webex on modifying goals assigned to employee after a performance review has been assigned.  My question is, can you assign goals to an employee where the employee already has a performance review assigned and include those goals on that review?  Issue we are running into is that our organizational goals will not be finalized to incorporate before allowing hiring managers to rate the employee's competencies.  Please let me know is this is possible.
