Selecting recruiters on a req. in Taleo 10 (or 11)

We did our Impact matrix in anticipation of upgrading to Taleo 11.  We were told that unlike 7.5, when creating or updating a requisition, you used to be able to select recruiters and only those with SWT access were shown on the listing.  Now I understand that all users show in the recruiter listing when trying to add a recruiter to a req. in Taleo 11

Any best practices or workarounds for this.  Our hiring managers may select another manager by mistake instead of a recruiter.
