"Restricted Visibility" of attachments

We are on 11B.5.1.  Why would a recruiter get a "restricted visibility" when trying to view attachments from the offer that he attached! We've had this issue before and I don't see a permission that would change this since he already has permission to view attachments.  Does anyone know if this is a bug?
