It seems that for someone in my company to be a req and/or offer approver, they need to be setup in the system as at least a Passive User.  Is this correct?

The problem I have is that we have no need for approvers (in most cases) to have any access to Taleo whatsoever.  They just need the ability to approve or reject reqs and offers.  I would rather they not need logins and passwords.  Is there any way to do this?  And if not, when I setup each new user, can we somehow not have the system send out an email to the new user with their login info?
