Update of Photo Permissions in 12A - Can anyone confirm?

In the release notes for 12A, it seems to imply that you can control permissions about who can update the employee profile directly from the Talent Profile.  Can anyone confirm definitively that it's possible to allow HR Admins to update the photo, but restrict employees and managers from being able to do so.  We're hearing conflicting information on this.  If we couldn't stop employees from being able to update the photos, this might prevent us from being about to move onto 12A.  So, any guidance about exactly how to configure this would be helpful.  Thanks.
