T11 browser performance

We recently upgraded from 7.5 to Taleo 11B and the recruiters are complaining about increased time for the pages to load. Our company is still on Windows XP/IE6 (we are upgrading this year). Honestly, I'm inclined to think this is more a perception issue due to the change than an actual difference in load times, but I'll give my recruiters the benefit of the doubt since they do a lot more volume work.
Has anyone else had this experience? Is this just the nature of Flash? Will this improve when we upgrade our OS/browser?
For the record, we've gone over the Technical Configuration document and have made certain that everyone's computer is compliant.
