Open Req Report with Pending Starts

I'm having trouble creating a custom report that has all Open Reqs that lists an applicant if they are slotted as a pending start for that position.

If we have 30 Open positions and 5 of them have pending starts, the report would list all 30 open reqs and show who the pending start is on the 5 marked as pending starts.

Requisition stats would be Open or Pending Start

Req Candidate Status would be Pending Start

I'm using the Requisition table as the primary.  Is that wrong?

Any ideas how to do this?
