Onboarding Set-Up Trouble

I would love to talk to someone who is using Taleo Onboarding successfully - where other users from other departments are picking up material/forms (like IT, payroll, etc). We are not having very much luck setting up our onboarding so that it is user friendly for other departments. For instance, when the W-4 is completed by the new hire, payroll sees all the new hire forms not just the forms they need. It's not easily picked up by them without having to sort through all of the other forms that are irrelevant to them and they should not have access
