How to give access to internal jobs for contractors (non employees)?

Hey everyone,

We have a new requirement (from our European partners) that contractors/non-employees have view only access to our internal job listings.  So if they see a job, they can then contact the recruiter or hiring manager, but cannot apply to it through the internal portal.

We have SSO set up on our internal career section and do not want to load the contractors as employees in the system.  Does anyone have a creative suggestion about how we can implement this?  We had hoped to switch the SSO to the apply/create account portion of the career section but were told that we have to authenticate with SSO prior to the job search/job listing page.
