Insight custom report - number of candidates by req

I've created a report to capture the number of candidates per req but am having a problem with reqs with no candidates.  I've setup the report to group by req id and added an aggregate to count 'candidates - last name' for each req.  This works for reqst that have candidates but for those with no candidates, it returns a count of 1 instead of zero.  How can I fix this?
