Attachments to Forms

In another discussion I believe someone mentioned attaching a resume when they used the Forms button.  We are new to Taleo, and want to e-mail information to our hiring managers rather than give them all access.  We'd love to use the Form button if only we could add attachments (i.e. resume, cover letter, etc).  We've tried using the Send To button, and are unable to send the candidate data form using it.  Does anyone have a solution?  We do not want to allow hiring managers access.
