Is anyone currently using a seperate CWS for Agencies?

We have a confidential position that is not posted. I am trying to set up a way for them to login and complete an employement application.
Currently the agency has sent us the resumes and we have put them in the system so the profile is already created for these users, even through they have never logged in.
I created a seperate CWS and created seperate CWS pages for this purpose but when I test they link back to the main CWS page.
I want the ability to send the candidate a password reset email and once they reset - have them routed to the position they are under to "update their information" (which is basically our application) - this way I can start background checks.
