Can recruiters answer pre-sceening questions for candidates?

Hello all,

I have a general inquiry around pre-screening questions.

Is there a way for the recruiter to answer the pre-screening questions in a requisition on the candidates behalf if they matched the candidate to the requisition or can the pre-screening questions only be answered by the candidate?
