Weighting Goals

Does anyone know how to change the goal weight drop down box to allow single units (1%, 2%, 3%...)  versus units of 5 (5%, 10%, 15%, ..).  Is there a way to input the numbers versus drop down?  Managers and employees would like more flexibility and when they have a number of goals
