Joining 2 universes

I am trying to find away to display all the open requisitions with the number of candidates  assigned to the requisition. If there are candidates assigned to it then it will return  a record but if there are no candidates assigned to the requisition, it is not returning the requisition. I am not sure why it would not return these records. It is like an outer join.

I have noticed previous reports created that will return these records which is being scheduled but when I open it under modify and refresh it , it won;t return all of the records.
