OnBoarding Email Template Attachment description

Why don't my attachments to onboarding email templates show my description in the email to the new employee?  When I look at the email template, the description I entered shows.  But on the email to the new employee the attachments show a generic title such as 'atchm_1061.pdf'.  What am I doing wrong?
