User List Views and Page Layouts

I've created a custom user role for our internal recruiters - hybrid HR administrator so that they broader system access, but want to limit some of their add/edit capabilities.  Does anyone know if I am able to and if so, how to remove a list view or page layout option, when there is no other option available.  For example, I would like this role to see users, but not be able to add/edit.  Under page layout for User, only option is add/edit user.
