being able to create a approval process individually for each employee

I realize this is time consuming but each employee (we have 200) for my division, has there own approval steps.  For example, for our field engineers, thier direct manager would approve thier review then it would go directly to thier boss (one of our VP's for comment and review) once they approve then it would go back to the Manager for a final approval before coming to HR for the last approval.  Where can I individually create these hiarcys for everyone.- thank you
