Changing view for Agencies

I know how to edit the page layouts and list views for agencies when they look at reqs assigned to them.  What I can't figure out how to change are the options at the top of the req page where it says "Next Steps."  Currently, it shows

Next Steps: Candidates (255)  / Search  / Add new candidate  / Filled  / Place on hold  / Close

Agencies don't have to ability to do anything other than view candidates, and if they click on any of the other options they get an error.  So it doesn't seem to make sense that these options should be there anyway.  How can I remove those options?
