Advanced search - add filter criteria - already declined

Greetings -

I had one of my recruiters suggest a filter in advanced search, declined candidates.  Once declined recruiters would prefer that candidate to not show up again in a search on that requistion.  Ideally this would be a filter, not always. 

Anyone else?
