Does Taleo Web Services provides a method to authenticate candidates?

We want to create an external form for the candidates and want to use the candidate taleo credentials to login into this form. We want to know if Taleo web services provide a method that receive as parameter the candidate username and password and reply yes or no depending on the credentials.
