Hiring Manager Access to add New Candidate

I'm having issues giving Hiring Managers access to add new candidates to their requisitions.  Our TBE was originally set up so that Hiring Managers could only see the Job Library and any reqs that they own.  I've been working to open up some of their access and empower them to use Taleo, but this is giving me a hard time. 

I managed to give them access to the Candidate tab (hooray!) but it only lists two options - Candidates & Search.  Is there any way that I can give them access to New Candidate & Import as well?  I don't want my recruiters & myself having to be the admin person that creates candidates that are submitted manually (by fax, email, etc) as that basically just winds up with the hiring manager recruiting outside of Taleo.
