Automated email to employee supervisor on application by internal candidate

Hello,
I've created a UDF that contains the email address of the supervisor, which is populated for all internal candidates.
We're trying to have Taleo send an email to that manager when an internal candidate applies (submission complete) to a position, but so far my triggers either send the email at the wrong time, or don't send it at all. Or, the email is sent to the supervisor and the candidate (we only want the supervisor to receive)
Does anyone have a suggestion on what trigger could be used to send this correspondence?
