What is the difference between a contact and a user in Taleo?

When I roll out Taleo to our 8 restaurants, each restaurant is going to have one user name and password. There will be one person in charge of the back end, but we have several managers who will need to go into Taleo to look at candidates. I want to add all of the managers in, so that we can schedule interviews with them. Question is, do I enter them as a user with no access or a contact? Is there a difference?
