12.B.7 - Error When Creating a Correspondence - The field "Message" is mandatory

We recently upgraded to Taleo 12.B.7 and are encountering an error with no known fix. When attempting to create a correspondence, recruiters run into the following error: [Message] The field "Message" is mandatory
The recruiter is then unable to edit and/or send the correspondence.
Steps to replicate the issue when sending an offer acceptance letter:
Create an offer > More Actions > Send offer > Select template > Complete all variable fields > Click on candidate's name (hyperlink) > Message opens in edit mode and displays [Message] The field "Message" is mandatory > Recruiter is unable to save, edit or send
Oracle has stated this is a bug with no known fix (
