Error adding an additional assignment with HDL

Hi,
I am trying to add an additional assignment to an employee with HDL. The current existing assignment is marked as primary and I am loading this second one as non-primary. But I am getting the following error: There is no primary assignment for the work relationship. Any help would be appreciated!
