OFCCP Report - total candidate #s do not match in each diversity category

I cloned the OFCCP Judgement report. When I run the report for a specific requisition, 5358, the total applicants' number for each diversity factor is consistent except for veterans. The total applicant number for veterans is 4 higher than each other diversity factor.

When I run the report for other requisitions, the total applicant count is the same on all diversity factors. 

I can't figure out why my one requisition reports a different number. Any insight?
