Requisition Creation Process

This morning we were on a WRUG call, we learned that hiring managers at a company don't log into Taleo at all.  We are intrigued by this because at our organization, we find that our hiring managers are not creating reqs in Taleo (even though they have the permission to do so).  This prompts us to reach out to the group with the questions below as we are thinking of ways to change the req creation process:

1. Assuming hiring managers do not log into Taleo at all, therefore they don't open up reqs in Taleo, how does your organization collect the data needed to open up a req in Taleo?
