Some requisitions are not able to place on hold status after unposting

Hi,
For Taleo Recruiting, have anyone faced this before as of 11 Jan 2013 ?
Some requisitions upon unposted are able to go to the 'hold' status, but some requisitions are not given the option to be placed on hold even after unposted.
Is it a known bug?
