Last Modification Date should not include CSW Action

Update the action that will update the Candidate's Last Modification Date to exclude the CSW Actions.  If a candidate is rejected, this should not update the Last Modification Date.  Before someone says that the CSW is not included in this, I have not observed this.  CSW actions are updating the Last Modification.  This needs to be fixed ASAP.  I'm sure that if I submitted an SR for this that I will be told it is the expected behavior.  Not sure why this changed, but it needs to be changed back.
